Thats a known problem since I do not know which Arma version those flags don't work. Jerry hopper needs to update it.

While it would be helpful to fix this mod, the meat of it (ie, the flags) is still accessable.

You can download the mod, then unpack the PBO and the flag files are there. The config.bin seems to be totally screwed, so using it as a mod won't work, but you can add the flags to the game directly using the normal setFlagTexture method.
