@Sky999 Have you installed the right version? Extract these files to your addon directory or to a modfolder:
HSO_SLAInf.pbo
HSO_SLAInf.pbo.hso.bisign
HSO_ArmA2_Weaps.pbo
HSO_ArmA2_Weaps.pbo.hso.bisign

When you have ArmA.2, but not OA, install these files to your addon directory or modfolder:
HSO_SLAInf_cfg.pbo
HSO_SLAInf_cfg.pbo.hso.bisign
HSO_ArmA2_Weaps_cfg.pbo
HSO_ArmA2_Weaps_cfg.pbo.hso.bisign

Otherwise, when you have Combined Operations, install these files to your addon directory or modfolder:
HSO_SLAInf_cfg_OA.pbo
HSO_SLAInf_cfg_OA.pbo.hso.bisign
HSO_ArmA2_weaps_cfg_OA.pbo
HSO_ArmA2_weaps_cfg_OA.hso.bisign

I used to have the same problem till i figured it out i got the wrong version.
