Looking at the tournament rules, it looks like the gameplay is heavily stacked against OpFor. The M1A1 vs the T90 is an obvious problem, but the HMMWV is a mostly bulletproof box, compared to the open top UAZ. Would it not be better for both sides to have the same equipment, with different skins?
I've only skimmed over the rules, you may have accounted for this.
It might seem so, but trust me, the balance is worked and this kind of balance has been used in many tournaments, this specific template. Finally since you play both sides Opfor and Blufor you can always overturn a "bad" half.
Take a second to read the rules in the forums. Finally we want to avoid using mods&addons to give the chance for people that own ArmA2 Play4Free join the tournament.

@Chickenfeed- I've seen unbalanced. Try being BLUFOR with Hummers against OPFOR with Vodnik-BPPUs. Yeah it turns out that the OPFOR had the advantage in that one. That was on a AAS map though.
In terms of balancing:
T-90 against M1A1 is fair. of course there could be a problem with the t-90 having missiles and if so could use the T-72.
HMMWV M240 against Vodnik PKM is fair
LAV25 against Vodnik BPPU is fair
Mostly its a game of thinking about weapon type and making sure you don't have something where its "AP/HE/TOW against something that has only AP/HE". Make sense?
