I edited the bb_mercenary dependency out of the mission.sqm. Got a different error but I was able to load it. No waypoints, nothing. There were a few friendly forces with me at start but they were not part of my group. What is one supposed to do, just run around until you find a terrorist?

if you deleted the mercs. they won't show up.

What addons do the mercs belong to? I have FFAA terrorists, ace and the island. I get the merc error with all these addons selected which is why I removed it in the first place. Figured it was an error on your end,.
