How do you get it to work?
Looks nice! I think this might be great for some sniping or Aircraft Fights...
This is NOT actually a new map file!
It just contains a few sample arctic style SFX (such as creaking ice) and a few textures for use in making your own icy style maps.
As it says in it's readme:-

Armaholic have got this entered in the wrong place, should be under the Misc category IMO
BTW maybe not so in the wrong place, because it is needed for the next Island file in the list!
