I am not the author so I can not give you permission for anything.
However, of course you can use this addon on your server! As long as you do not change it and use it as is you can use it.
You can use any addon which you find on Armaholic on your server as long as you do not modify or ask people for money for usage of the addon. Normal usage as how it was intended is never forbidden. So the same goes for all your questions for all other addons as well.
Always check the archive/readme, there might be a license in it where you can also see what is and what is not allowed.
