If there are problems with seeing the mission in your multiplayer menu, try opening it in the editor and then "Save->Export to Multiplayer Missions" (worked on my friend's computer).
It is easy to check whether or not the map has any weapons at all by checking if there's a Makarov in the crates near the house right next to the spawn (on which roof the GM spawns). The weapons are mostly hidden, especially highest grade (explosives & such are usually in camouflaged caches). Every time I have tested this map (on multiple computers), it had weapons working.
There are usually no loot crates inside houses, since putting them in would have been very much harder than spawning them on backyards. It is hard to predict in the editor which ones of the houses are enterable. And they would spawn sometimes loot inside the floor. However, there are some goods inside large industrial halls and such, since they are easier to spawn objects in from the editor.
Run around a few minutes with eyes open and you should have at least a pistol at your disposal.
